With great sadness, we share the news that Allan Rosenbaum, our dear friend and close professional partner, passed away on March 17, 2024, following a brief illness. His extraordinary contribution to the NISPAcee development within the first decade of the organization’s existence was recognized by the presentation of the NISPAcee Merit Award to him in 2010. His continual collaborative efforts and commitment to NISPAcee, following its mission, and meeting its objectives were highly beneficial to the organization and participating individuals during the ensuing years. NISPAcee is genuinely thankful for his partnership, friendship and open-minded long-term cooperation. He deserves our respect and recognition for his extensive efforts, leadership, accomplishments, and consistency in believing and promoting democratic values, the implementation of which is still a great challenge in the NISPAcee region. Equally important, what NISPAcee valued, was his outstanding personality, kind human approach, openness, and constant concern for serving the community.

Allan Rosenbaum was a Public Policy and Administration professor at Florida International University (FIU) and was the Immediate Past President of the American Society of Public Administration (ASPA). He held many leading and expert positions in various national and international institutions and associations, including the UN, ASPA, NASPAA, IIAS, IASIA, ICAPA, and the like. Allan consulted, worked, and spoke in over 80 countries. He was a great researcher and professor with numerous academic publications and participation on many journals’ editorial boards. Due to all his professional activities, Allan has achieved significant accomplishments and contributions to public administration education and practice. He was a good friend with whom we appreciated developing many collaborative activities and projects.

Allan Rosenbaum was not only a prominent person and excellent professional but also a kind, cheerful, friendly human personality, always ready to enjoy life with his friends. We shall remember not only the times spent with him in stimulating professional discussions but also in various pleasant social situations. We shall keep him in our minds and hearts, and we shall always regard it as a honour and privilege to have him as a part of our NISPAcee community.

We send our sincere condolences to his family, mainly his wife Judy, two daughters, and grandchildren, as well as to his colleagues and close friends at FIU, ASPA, and the international community.
